To save innitial cost can we buy unlocked vivid wireless huawei modem from gumtree or ebay from previous vivid wireless users and just pay for monthly 90$.

It is possible to re-register a previously used modem, however there are a few things you need to know:

(1) DON'T buy a modem which is the older WiMAX type; ONLY buy if it is a newer LTE type (because the WiMAX was shut down this year).

(2) DON'T buy a modem where the previous owner left an unpaid bill behind them at vividwireless; the bill will need to be paid before the modem is allowed to connect

I would strongly recommend that you obtain the details of the modem (e.g. IMEI) and first call vividwireless and check whether there are any problems with getting it reconnected.

thanks for explaining. but the other day on your helpline, one customer representative mentioned i need to get a new modem from vivid wireless by paying $199 as they cannot process my request with ot including this modem in invoice specially if i am a new user and do not have existing service / account with vivid wireless. but other representative said exactly what you are saying above. can you please clear this.

I think, for a "tie break", it would be advisable to re-check with vividwireless.
