Error accessing US Amtrak site

If I try to connect to https://www.amtrakguestrewards.com/home/index while on VividWireless I get the following error:

The requested URL was rejected. Please consult with your administrator.

Your support ID is: 13632529261173545096

If I use my VPN the page works fine. Curious if this is Vivid message, or something funky that Amtrak have got going on (I would suspect them)? Would be surprised if Vivid are censoring American trains!

I am in Sydney and I went to the above web address and returned the same error.

I then went www.Amtrak.com where the Amtrak Home Page displayed. I then clicked on the Guest Rewards Tab at the top of the page, and from the drop down window selected Go to Amtrak Guest Rewards.com and received the same error message as previously.

The only options that worked were the Join Amtrak Guest Rewards and Learn About Amtrak Guest Rewards. The other options of Redeem Points for Amtrak Travel, Go To Amtrak Guest Rewards.com, Missing Points Request Form did not work and received the error message.

From that, I would say the problem is with the Amtrak website.

I tested from the UK (via PlusNET ADSL) and got the same error.

Best guess is that Amtrak have implemented an IP Address filtering scheme, to block out access for non-USA people (or something of that nature).

d'oh. seems weird to block people (I used to use Amtrak quite a bit before moving here, guess I'll cancel that now!)
